It can happen and it did happen with my daughtera while back. The first test which she took herself said positive. Being scared she said nothing. About 6-7 weeks later she finally told us. She took a second test then and it said negative. Because there were 2 tests in the kit, I had her collect her urine in a plastic cup and I did what was her 3rd test and it was negative. She made a dr appointment where they did a urine test again and it was negative. The dr didn't now why the first one said positive, so she also did a blood test and it was negative. Maybe the first kit was defective (unlikely) or maybe she didn't do something right (probably). I guess that's why drs always like to follow up with the bloodtest.
