Either your dr is confused or you misunderstood. It is normal for these levels to go up after stimulation. HOW MUCH they go up determines if you have LOCAH and what kind. It is not unheard of to have normal levels before stimulation and still have LOCAH--that's why they do the test. According to your results, you do not have 21 hydroxylase deficiency, the most common form of LOCAH, but you could have 3 beta deficiency, as indicated by the rise in your 17 oh pregnenolone. However, I'm not familiar enough with the diagnostics for 3 beta to say for sure.
