A high 17 OH progesterone level generally means that you don't have enough of the enzyme (21 hydroxlyase) needed to convert the 17 OHP to cortisol (eventually). In order to make enough cortisol the adrenals overwork, producing lots of 17 OHP, which then gets converted to androgens instead. So high 17 OHP generally means you will also have high androgens.

Females need androgens for libido and generally feeling well; not sure what other functions they have in women.
