Everyone’s bones finally fuse, unless they have one of those rare diseases where they keep growing and become 8 feet tall with gigantic legs!  People with CAH have a strong tendency for their bones to fuse early because the excess androgens cause bone age to advance prematurely.  If your daughter’s bone age is behind her real age she will have more of a chance to grow and be the height she should be.  Lot’s of times, kids with CAH have problems being controlled at puberty and their bones fuse too early so it’s good to have a cushion.
